As it appears from the name and traditional value of Jirgas, Jirga is a reliable and honorable process of decision making within the Afghan society where after serious discussions, decisions are made by involving all layers of the society. For the same reason, it is well understood that the success of the Jirga and in order to find the actual will and desire of the people, the process of selecting Jirga members must be well organized and clearly defined, so that the real representatives of the Afghan people could participate in the Jirga.
In this regard the Preparation Commission for Traditional Loya Jirga, in order to ensure a fair and just participation of Afghan representative from all around the country, has endeavored to perform a number of activities. Among these activities, the commission has consolidated specific categories and the number of representatives from each category. Accordingly, after in-depth studies and analyses the Commission has reached to a decision that the number of the Jirga members will reach to 2030 representatives placed in 16 categories.
Now considering the transparency of the Jirga, and in order to have deserving bodies as the real Jirga members, the commission is considering a number of attributes before a Jirga member is selected and admitted to the Jirga. Finally, the Commission, to the very possible extent, has tried to develop and design a clear process of selecting the Jirga members which lets the Commission to implement mandatory attributes in selecting the Jirga members.
